A Maintenance Control Manual (MCM) for an aircraft operated privately under CAR OPS 2 | General Aviation Operations is required to be acceptable by the CAA SMR before a Certificate of Airworthiness can be issued.

The owner/operator’s Airworthiness Coordinator is required to submit FORM SM 19 to inform the CAA SMR the details of the nominated airworthiness coordinator, those organisations with contracts to perform line and base maintenance, subcontracting of continuing airworthiness tasks, the records system in use and details of any contracted validated Licensed Aircraft Engineers.
The CAA SMR allows aircraft maintenance engineers that hold a CAA SMR licence validation to perform limited line maintenance and defect rectification as defined in CAP 02 Section 20. A formal application for a licence validation can be made using FORM SM 16.
